Fagprofessionel d\u00f8mmekraft – sammenh\u00e6ngende styring, ledelse og organisering p\u00e5 socialomr\u00e5det.<\/h5><\/h1><\/div>

Balancen mellem behovet for styring og autonomi er et af de store dilemmaer i faglig ledelse. Fagprofessionelle medarbejdere \u00f8nsker typisk en h\u00f8j grad af autonomi, mens de centrale embedsm\u00e6nd i kommuner, regioner og i staten \u00f8nsker en strammere styring for at sikre \u00f8konomien og en ensartet kvalitet i de offentlige ydelser.<\/p>\n

Bogen “Faglighed og styring” handler om, hvordan disse dilemmaer udspiller sig i praksis. Bogen viser, hvordan styring og ledelse kan underst\u00f8tte i stedet for at modarbejde hinanden i et system, hvor de fagprofessionelle oplever at styringskrav undergraver deres faglighed, mens de ansvarlige ledere og politikere oplever at mangle viden og kontrol med de omr\u00e5der de er ansvarlige for. Vi argumenterer for at det er vigtigt med god styring og ledelse, der underst\u00f8tter, fremfor at skabe bensp\u00e6nd for god faglig praksis, fordi en velfungerende offentlig sektor afh\u00e6nger af, at l\u00e6rere, p\u00e6dagoger, socialr\u00e5dgivere, psykologer, l\u00e6ger og andre professionelle i velf\u00e6rdsstatens frontlinje tr\u00e6ffer de “rigtige beslutninger” i deres interaktion med borgerne.<\/p>\n

Men hvordan kan man tage dette udgangspunkt i sin styringst\u00e6nkning \u2013 og hvad betyder det for de ledelsesm\u00e6ssige prioriteringer? Det handler i f\u00f8rste omgang om at lave en ordentlig problemanalyse og om at stille de rigtige sp\u00f8rgsm\u00e5l fremfor at hive favoritl\u00f8sningen ned fra hylden som det f\u00f8rste.
